Canadian government = freaking crazy!

sarasvatiSo here's the thing. I need my SIN card to get a job. Not just the number, which I have memorized and could rattle off in my sleep. They need to see the actual card. I don't have it. I lost it ages ago.
So I need to get a replacement one. For that I need one of two documents. Because I'm a landed immigrant in Canada, I need either my original landing papers (photocopies won't suffice, and I don`t have the originals because they`ll fall apart if I so much as look at them funny) or my Permanent Resident card.
To get the PR card, I need photocopies of my landing documents. Only photocopies.
Photocopies will suffice to get the card that will allow me to get the other card that they need the original documents for.
Does anyone else see the batshit insane with this?
I can get copies of my landing papers. For that, all I need is my birth certificate (being shipped to me) and my current photo ID (in my coat pocket). And $30. And a waiting period. I could get my PR card, if I have $50 and an even longer waiting period.
Then I can get the replacement SIN card. If I have another $10. And a 10+ day waiting period.
The job starts on September 7th. There's no way I'll be able to get all this quickly enough. There's a slim chance I'll be able to find my original SIN card or my landing papers somewhere in the apartment, though I don't hold out much hope for that, honestly, and by this point I think it'll just be easier to bite the bullet and accept that I'm going to be unemployed for the rest of my freaking life!
Why can't they just accept the photocopied documents for my SIN card the way they'll accept them for the other document they can accept to get my SIN card?
The Canadian government makes it easier for residents to get free health care than to work and to pay taxes. Not that I'm knocking the health care system. I know I'd be dead without it, or in worse financial problems than I'm in now. But there's something fundamentally fucked up about a system that works this way.
